's here to dish on the debt and deal in taxes. and big money, big problems? mitt romney's campaign is debt free, but where is all that money coming from? we'll tell you why it could add up to a little bit of trouble for the republican front-runner. good morning, it's monday, july 18th, 2011. i'm chuck todd. just 15 days until default day. let's get right to my first reads of the morning. it's a week of public spectacle and private wrangling. efforts to get a big debt deal done has failed. >> when you look in the past at agreements between divided government, it's taken leadership on both sides. it took reagan and o'neil. it took clinton and gingrich. the president is out there. he's willing to do it. he said it in the state of the union, he said it in the budget. the question is, do we have a partner to work with? and i hope the answer to that is yes. >> this week we'll see a two-track process. publicly, leaders will get a few votes out of the way to allow conservatives to get on the record on a balanced budget amendment and set the table that nothing besides the final deal can pass. meanw

hike. >> i disagree with that. >> you're still fighting that fight? >> look, the big grand bargain is still on the table. that deal is there if the speaker wants to return to the table and negotiate it. we came very close. the president and the speaker did. and that opportunity still exists. secondly, the helpful proposal senator reid put out does not include up front the tough issues of entitlement reform or tax reform, it creates a committee that would look at those issues on a fast-track basis by the end of the year. that's not possible, we prefer one that does it all at once. however this turns out if we don't get the tough issues addressed because they're essential to address the deficits and long-term debt we're going to return to the debate. the public support balanced approach. it's not the right way to do this if we don't ask sacrifice from everybody. not one sctd sector 0 a limited number of sectors from the society. >> last night it was said, voice support for a bipartisan deal. let's listen. >> the american people may have voted for divided government, but they didn't v

the impact. but i'm wondering, two of the candidates will be coming out after this big debate here in washington. does that give an advantage or a disadvantage or is it unclear based on the outcome? >> well, it's unclear based on the outcome certainly. the congresswoman and the congressman have both been very strong in their opposition. >> no compromise. right? >> that will appeal to many people in the base of the party. and i think what you've heard from some of the other candidates is somewhat more equivocal position. though john huntsman this week came out strongly for the boehner plan and said it was the only plan going and that the republicans and everybody ought to get behind it. congresswoman bachmann in particular, i think, has staked out that kind of tea party position. and she'll probably benefit from that. i think the other candidates are trying to get a piece of that, but try to go more broadly. >> i think bachmann and to a certain extent paul also risk some pleasure of backlash, or could in their don't raise the ceiling at all and their positions, playing down is a pot

cameron himself. no break in this london fog. give the prime minister a hurrah. i'm chuck todd. the big, brand new nbc "wall street journal" poll, and the revived gang of six which the white house is seizing on to give new life to the president's push for a big deficit reduction deal. the bipartisan group's proposal is still in outline form. they would reduce the deficit by 3.7 trillion over the next decade, cutting discretionary spending, defense spending, overhauling entitlement programs, rewriting the tax code by lowering rates, getting rid of deductions that overall would generate a trillion dollars in those deficit cuts. the plan got an enthusiastic reception from the white house and senate rank and file. watch. >> we now have a bipartisan group of senators who agree with that balanced approach. we have got the american people who agree with that balanced approach. >> 49 senators came to the room, and you know what, there were no fist fights, there were no -- there was no swearing. >> i think they're creating a vital center on what is the most important issue facing the country. >>

, but if a shrunken version of the boehner big does -- or if they go to an emergency extension, the president will be right back in the same predicament he's in right now. i think a lot of people are upset. they blame the republicans more than the democrats for the gamesmanship, but the fact is the republicans have also backed the president into a corner, even if they're doing it in a way that's not popular. >> i want you to analyze these two possibilities, one the president could give away more of the store, more spending cuts, maybe enough to get us thus this increase. which would make the redhots happy. no tax increase at all. the other possibility is to marry what boehner wants right now with what mcconned was talking about next year, where next year it can be are can be raised by the president, only the house would have to come back with a two thirds veto, so it seems there is a possibility for compromise, but the easiest thing is for the president to throw the whole bomb game, say, you win this year, not next year. >> i don't think he can do >> i don't think he can do that, chris. when

, it actually has these built in very significant disincentives towards making big deals, towards working together. and we are now seeing the fruits of that evolution in the house in particular. let's talk about the house in particular. john boehner has been a very interesting figure in all of this. at one point he was walking in the back door of the white house and trying to cut a deal with the president. obviously, shamed out of that. so now he came up with his own deal and spent a lot of time last night bringing people in through his front door, recalcitrant republicans, to get them on board. is he wounded by what happened this week? is he strengthened? >> i think what happened this week is that we have seen how little leverage and how weak john boehner really is. you know, he has a leadership style that he has said, you know, after the top-down leadership style we saw with nancy pelosi, that he wanted to be a consensus leader, that things would come from the bottom up and he won his majority in the house because a lot of these freshmen ran specifically against the establishment and ag
